Birth Defects Program Background
In Wisconsin Statute 253.12, Birth defect prevention and surveillance system, a birth defect is defined as “any of the following conditions affecting an infant or child that occurs prior to or at birth and that required medical or surgical intervention or interferes with normal growth and development” including a “structural deformation, disruption or dysplasia” or “a genetic, inherited or biochemical disease”.
Birth defects are common, with the Centers of Disease Control and Prevention (CDC) estimating that they occur in about 1 in every 33 babies. Most birth defects are thought to be caused by a complex mix of factors including genes, behaviors, and things in the environment. Even so, certain things can increase the chance that a pregnancy will be affected by a birth defect. The Wisconsin DHS will be awarding funds through this application to support an agency in the statewide education and awareness of those potential risk factor(s) that can increase that chances of having a baby with a birth defect.
Minimum Expectations
Organizations receiving this award will be expected, at a minimum, to perform the following activities:
• Develop materials, using the available CDC promotional resources. Provide, and promote birth defects prevention and educational materials to communities, public health and clinical professionals.
• Conduct outreach to providers who serve people of reproductive age, especially within communities that are difficult to outreach, in order to improve knowledge of birth defects and existing resources and services.
• Implement statewide community education and awareness activities aimed at people of reproductive age to improve knowledge of activities that can be done to reduce the chances of babies being born with birth defects.
• Prioritize equity and actively incorporate community or family voice into program planning and services related to birth defects prevention.
• Evaluate the impact and effectiveness of strategies implemented with this funding opportunity.
